Select Committee Recommends Expanding ANZAC Day Trading Provisions for RSAs

Clubs New Zealand is pleased to see that the Justice Select Committee has recommended by majority that the Sale and Supply of Alcohol (Sales on ANZAC Day Morning, Good Friday, Easter Sunday and Christmas Day) Amendment Bill be passed. Importantly, all of the proposed amendments were unanimously supported by the Committee.

While club licence holders can already trade on these restricted days, section 47 and 48 of the Sale and Supply of Alcohol Act 2012 have long created confusion, with many clubs incorrectly believing they cannot operate or serve alcohol on these days. This bill will reduce that confusion and create consistency for both club and on-licence premises.

Our key concern during the select committee process was the potential repeal of 47A, a special provision allowing RSA clubs to sell and supply alcohol to authorised customers and visitors between 4am and 1pm on Anzac Day without need a special licence. In our submission, we strongly advocated for this exemption to remain.

We are therefore thrilled to see that the Committee not only recommended retaining this important provision for RSAs, but it has gone a step further. The proposed amendment will enable RSAs to sell and supply alcohol to the general public between 4am and 1pm on Anzac Day, without requiring a special licence. 

This is a great outcome for RSAs, clubs and for the wider hospitality industry. The Bill will now progress to the next stage of Parliament and we trust Members of Parliament will support these common-sense changes that bring clarity, consistency and fairness across the industry.
