Clubs New Zealand Submission to the Justice Committee on the Sale and Supply of Alcohol Amendment Bill

Clubs New Zealand has made a submission to the Justice Select Committee in response to the Sale and Supply of Alcohol (Sales on Anzac Day Morning, Good Friday, Easter Sunday, and Christmas Day) Amendment Bill currently before Parliament.
While we support efforts to simplify the Sale and Supply of Alcohol Act, we are deeply concerned that the Bill, in its current form, will have serious unintended consequences for clubs, particularly RSAs.
The Bill proposes repealing Sections 47 and 48 of the Act, which would allow licensed premises to open on restricted trading days without needing a special licence. However, Section 47A, which currently allows RSAs to open between 4am and 1pm on Anzac Day without a special licence, would also be repealed. This exemption introduced in 2015 is vital to ensuring RSAs can continue to host veterans and their communities following dawn services.
Our submission strongly urges the Select Committee to amend the Bill to retain Section 47A or introduce an equivalent exemption for club licence holders.
