Clubs New Zealand Submission on MBIEs proposed fees for Incorporated Societies

Recently the Ministry of Business, Innovation and Employment (MBIE) asked for feedback on proposed changes to the fees and levies charged by the New Zealand Companies Office, including the introduction of new annual charges for Incorporated Societies.
Under the proposal, incorporated societies would be required to pay:
- A $15 Companies Office Levy
- A $12 New Zealand Business Number (NZBN) Levy, and
- A new fee for filing an annual return, which is now a legal requirement under the Incorporated Societies Act 2022.
These new annual costs represent a significant shift for clubs that have never had to pay to meet these basic compliance obligations before.
Clubs New Zealand has made a submission opposing the introduction of these new fees, particularly given the not-for-profit nature of clubs and the already increasing demands on volunteers-led governance. We are urging MBIE to reconsider placing the financial burden of regulatory compliance on incorporated societies, many of which are already stretched.
