Level 4 Covid Update for the Class 4 Sector - August 2021 EMS, Banking, Transfers, Surrenders

19 August 2021

EMS

EMS daily monitoring fees do not apply for the period of inactivity during the Government’s Level 4 COVID-19 response.

Fees are still owed for periods of activity (before and after the lockdown) that have not yet been debited. We will provide more information on dates and billing as it becomes available.

Venue surrenders or transfers

Venue surrenders or transfers will not be able to proceed under current restrictions as technicians need to be onsite to effect the change. Any surrenders or transfers scheduled during the period of COVID restrictions will need to be rescheduled, and the Department must be advised of the new date.

Banking of GMP

Due to the current Level 4 lockdown, all banks are closed and it will not be possible for venue managers to physically bank outstanding GMP within five days of being calculated as required under section 104 of the Gambling Act and the Class 4 Banking regulations. All electronic banking can continue as per normal.

The Department will not consider a breach of s 104 has occurred if venue managers are unable to bank due to the current COVID lockdown restrictions, which commenced at 11.59 pm on 17 August 2021.

What Venue Managers need to do

Please follow normal processes to ensure that GMP is safely secured:

  • Ensure that you calculate exactly what GMP you have owing by accessing EMS –  separate from your other takings
  • Keep the GMP owing in a secure location
  • Notify your society of the amount/s owing
  • Bank GMP when it is possible and safe for you to do so, and notify your society when you have banked.

What societies need to do

  • Ensure you advise the Department of any late banking by your venue managers.

If you have any further questions about banking GMP, please send an email to gambling@dia.govt.nz
