Introducing the Clubs New Zealand Gaming Compliance Manuals

By now most clubs that operate Class 4 Gaming Machines will have received a package containing the brand-new gambling compliance folders as part of our Clubs Gaming Assist Programme. The folders have been produced by Clubs New Zealand with support from the Department of Internal Affairs and legal experts, with the simple aim of assisting clubs improve their compliance with the Gambling Act and The Gambling (Harm Prevention and Minimisation) Regulations 2004.

We truly believe that clubs strive to provide a safe and enjoyable gambling operation to members and guests. we know our members and we look out for them, however, it has been noted that clubs often take an informal approach to harm minimisation and these folders are about changing that, making it easier for management and staff to be on the same page, while also promoting consistency across the country.

Clubs New Zealand Gaming Compliance Manual Walk Through

The Clubs New Zealand Gaming Compliance Manual will be your everyday ‘go to’ guide to assist with gaming compliance.

Inside the folder you will find;

Items below marked with an * contain quick reference guides and how-to instructions printed on the folder tabs.

  • Blank Harm Minimisation Incident and Intervention Forms -Think easy to use log book, diligent use of these forms is important as it demonstrates a culture of care.
  • Blank Exclusion Orders*- The triplicate exclusion order pad has been stored in the Complete Gaming Forms Folder for easy access, but you may want to print off copies of the exclusion order form to store in here.
  • Harm Minimisation Information Pack and Additional Copies of the Problem Gambler Letter - The harm minimisation information pack is an envelope that can be discreetly given to an individual that you have identified as having a problem with their gambling. The information pack contains a letter, blank exclusion order and an HPA wallet card with information on how to contact the Gambling Helpline to ensure you meet the requirements of the Gambling Act and associated Regulations. The folder also contains additional copies of the letter.
  • Venue Harm Minimisation Policy -Print three copies of your clubs Harm Minimisation Policy to include here in the folder so that they are always accessible and easy to find.
  • Jackpot User Manual/Operating Instructions
  • Password Policy – Jackpot Systems
  • Training Records - Easy to complete training record. Use these sheets to record the details of ANY gaming related training completed by your and your staff.
  • Training Notes - These training notes give an overview of the club’s harm prevention and minimisation responsibilities. These notes are a great and accessible tool for new staff to look over during their induction or trained staff may use them at any time as a reference.
  • Unpaid Prizes* - Copies of the Department of Internal Affairs Unpaid Prize Report
  • Gambling Equipment Fault* - Copies of the Department of Internal Affairs Gambling Equipment Fault/Player Dispute Report as well as laminated Out of Order signs.
  • Player Dispute* - Copies of the Department of Internal Affairs Gambling Equipment Fault/Player Dispute Report
  • Game Rules - Easy to access copies of the Class 4 Support Guidelines and Class 4 Game Rules.

Clubs New Zealand Completed Gaming Forms Walk Through

As the name suggests this folder will be where you store all your completed gaming forms and will in effect become your clubs ‘log book’. We recommend that this folder be reviewed at the end of every day and should be discussed as part of your regular staff meetings.

  • Completed Harm Minimisation Incident and Intervention Forms - The completed forms should be reviewed at the end of each day (looking for new forms) and discussed at your regular staff meetings to determine if further action is required. Remember if you have noticed three or more general signs of gambling harm you need to escalate to the strong signs approach. It may well be that when discussing the completed harm minimisation incident and intervention forms as part of your staff meetings that staff provide further information requiring you to act.
  • Blank Harm Minimisation Incident and Intervention Forms - Think easy to use log book, diligent use of these forms is important as it demonstrates a culture of care.
  • Completed Unpaid Prize Reports* - An easy to access place for you to store completed unpaid prize reports as per your record keeping requirements.
  • Completed Gambling Equipment Fault Reports/Player Dispute Reports -An easy to access place for you to store completed gambling equipment fault reports/play dispute reports as per your record keeping requirements.
  • Completed Exclusion Orders - An easy to access place for you to store completed/active exclusion orders as per your record keeping requirements. Remember active exclusion orders should also be displayed in a staff-only area of the club so that everyone can monitor and respond appropriately if an excluded player attempts to access the gaming area.
  • Blank Exclusion Orders - The blank triplicate exclusion order pad is stored here. It is not fixed to the folder so that it can be easily accessed if and when required.

Clubs New Zealand is confident that these folders will assist in making gambling compliance and harm prevention easier by pulling everything together in one place, however, as you know there is no silver bullet and it will require your commitment to use the folders and involve your team.

All the documents contained in the folders will be available to download on the Clubs New Zealand website so that you can print and replenish the folders if and when required.
