Integrated Gambling Platform
Currently the Department of Internal Affairs has two main internal electronic systems; the Electronic Monitoring System (EMS) to track gaming machine activities and LicenceTrack for licensing and compliance activities. These systems are not integrated and the introduction of EMS resulted in a fundamental change in the nature of LicenceTrack from that originally specified.
With EMS the Department now has direct control of gaming machines which must exactly meet licence conditions and standards to operate. While EMS meets the requirements set, it has also created opportunities to further capitalise on the significant investment in this infrastructure. Investigations into an Integrated Gambling Platform (IGP) began shortly after the introduction of EMS in 2007.
Purpose
The IGP is an integrated electronic solution to help improve regulation of gambling in New Zealand. IGP is intended to enhance the capability of the sector and the Department to ensure compliance with the Gambling Act 2003.
Benefits
The key benefits of the IGP are:
- E-Licensing system for all licensing transactions
- Greater processing efficiencies, potentially allowing resources to be refocused on front-line regulatory work
- Single entry and storage - information is entered once
- More effective regulation and monitoring of gambling by the Department
- Making it easier for the sector to comply with the Gambling Act through access to Department systems for both update and enquiry and support the sector in its compliance activities
- Increased reporting and information available around gambling
- Greater transparency and quality of gambling information available to the Department, the sector and the community.
Information Pack
The Department has developed an information pack to provide more information about the IGP project and how it may impact the gambling sector.
It gives a brief overview of the project and approximate timeframes; details the potential impacts that the Department has identified for the sector (which will be expanded upon during the engagement sessions); explains how the Department is communicating with the sector; and answers commonly asked questions about IGP.
